ABOUT AFCAC

Overview

Here at AFCAC we work to create a safe, secure, efficient, and sustainable civil aviation industry across Africa that propels development through furthering connectivity.

Our mission is to facilitate civil aviation matters for African states with an ultimate goal of developing a more integrated and sustainable air transport so that together, we can support a thriving Africa.

How AFCAC works

To ensure we meet our objectives as seamlessly as possible, our organisation is structured into a hierarchy of three organs, namely the Plenary, the Bureau, and the Secretariat.

The highest level of our association, the Plenary, is composed of duly accredited representatives of Member States for Civil Aviation.

The Plenary is responsible for:

Elections & Appointments

  • Election of the President and Vice Presidents to serve as members of the Bureau
  • Appointment of the Secretary General and External Auditors
  • Establishment of committees and working groups

Policy Establishment & Approvals

  • Issuance of policy guidelines through resolutions and recommendations
  • Approval of the work programme, business plan, budget, rules, procedures and regulations
  • Approval of the organisational structure

Enforcement & Administration

  • Creation and adoption of its Rules of Procedure and adopt the Rules of Procedures of the Bureau
  • Facilitation of the effective implementation of the Yamoussoukro Decision leading to the liberalisation of Africa’s air transport
  • Adoption of the appropriate financial rules and regulations
  • Adoption of accounting and auditing rules and regulations
  • Review, revision, and appropriate action on the External Auditor’s report

Reporting

  • Submitting the tri-annual report on the state of implementation of the Yamoussoukro Decision to the Assembly of Heads of State and Government through the Executive Council

The Plenary also undertakes other functions as may be requested by the relevant Organs of the AU, the Monitoring Body and the Sub-Committee of Air Transport.

Reporting to and elected by the Plenary for a 3-year term, the Bureau is composed of the President and 5 Vice Presidents, each representing one AU region.

The Bureau is responsible for:

Administration

  • Convening the ordinary and extraordinary plenary sessions
  • Attending meetings of the Bureau in an official capacity (Coordinator of the African Group at ICAO Council)
  • Drafting the provisional agenda for the plenary sessions
  • Submitting periodic reports on its activities to the Plenary

Implementation & Supervision

  • Actioning the resolutions, directives, work programmes, and other decisions of the Plenary including allocating duties and obligations
  • Supervising and coordinating the activities, and the administrative and financial management of the Secretariat and any committee or working group

Recommendation

  • Preparation of self-governing rules and procedures for submission to the Plenary
  • Recommendations of candidate for the position of Secretary General

The Bureau also undertakes other functions as may be assigned by the Plenary.

Reporting to the Bureau and appointed by the Plenary, the Secretariat is headed by the Secretary General who works in collaboration with expert support to ensure the smooth functioning of AFCAC.

The Secretariat is responsible for:

Administration

  • Preparation and submission of various proposals including work programmes, business plans, strategic objectives, projects, activities and budgets
  • Management of budgetary and financial resources including collecting the approved revenue from various sources
  • Preparation and service of Plenary, Bureau, and Committee meetings
  • Maintaining custody of the seal, documents, files and other data
  • Appointment and cessation of staff contracts

Implementation & Supervision

  • Ensuring the efficient operations of the Secretariat which includes: Corporate Services, Safety & Technical Services, Air Transport, the Office of the Secretariat General, and the working groups therein
  • Implementation of resolutions, directives and decisions of the Plenary, Bureau and Monitoring Body
  • Undertaking of studies
  • Promotion of the development of the programmes, projects, and initiatives

Representation

  • Representing AFCAC and defending its interests

  • Recommendations to improve AFCAC’s operational efficiency
