About the Abuja Safety Target
The African Civil Aviation Commission (AFCAC) is pleased to invite the following AFCAC Expert Working Group member(s) – in Annex A – who contributed to the draft Action Plan to participate in a technical meeting on the Revised Abuja Safety Targets (AST) Action Plan 2025–2030, to be held 25–28 November 2025 in Dakar, Senegal.
The AST Action Plan is a practical roadmap developed by AFCAC together with its EWGs (AIR, OPS, PEL, AGA, ANS, SMS/SSP, AIG, UAS, and ENV). It translates the Revised Abuja Safety Targets into sequenced, measurable actions for Member States, aligned with ICAO GASP/RASP and supportive of USOAP‑CMA improvements. The Dakar meeting will finalize implementation tasks, timelines, roles, and indicators to guide continental and national execution for 2025–2030.

ENTRY VISA
Kindly find below the map and the link for visas and entry conditions in Senegal.
For delegates whose nationalities are eligible for a visa on arrival, AFCAC can issue a visa-on-arrival facilitation letter to assist with obtaining it upon arrival at the airport. However, for those whose nationalities require a visa prior to entry, we strongly request that they secure their visa before travelling to Senegal.
The following countries need to apply for visa before leaving their country:
Angola, Equatorial Guinea, Mozambique, Sao Tome & Principe, Somalia, Sudan, South Sudan, Tanzania, Djibouti, Eritrea and Libya.
ACCOMMODATION
Please note that the workshop venue is Hotel Neptune, Saly, where the meeting room, lunch, and dinner for all participants will be provided. An additional hotel, Sen Hotel, has also been arranged. Delegates accommodated at Sen Hotel will have breakfast on-site, and a shuttle service will be provided throughout the workshop.

TRANSPORTATION
AFCAC will arrange airport transfers, including pick-up from Dakar Blaise Diagne International Airport to your respective hotel and drop-off from your hotel back to the airport.
HEALTH
Participants are informed that a valid certificate of vaccination against yellow fever is required. The participants should ensure that they have applied for a valid health insurance for the coverage of any medical care during their stay in Senegal.

CURRENCY
The local currency is the West African CFA Franc (XOF). While most hotels, major restaurants, and some shops accept credit cards, it is recommended to carry some cash for smaller purchases.
TIME ZONE
Time zone: GMT (Greenwich Mean Time). Dakar operates on GMT+0 with no time difference.
CLIMATE
November in Saly falls within the dry season, offering warm and pleasant weather. Temperatures generally range between 25°C and 32°C, with low humidity and very little rainfall. Light, comfortable clothing is recommended, as well as a light layer for cooler evenings.

Power sockets: Type C, D, E, and K (It is recommended to bring a universal adapter).

Participants are therefore advised to bring their laptops to access the meeting documents.
