High-level Policy Recommendations

Based on the output from the Continental Study, published in 2021, to achieve the specific objectives, African States have the following high-level policy recommendations:

  1. Sign the SAATM Solemn Commitment Letter (non-SAATM States only)
  2. States either continue to bilaterally amend Bilateral Air Services Agreements (BASAs) that are not Yamoussoukro Decision(YD) compliant until full BASA compliance is achieved; or
  3. States sign Multilateral Air Services Agreements (MASAs) granting the free exercise of first to fifth freedom air traffic rights amongst the signatories and clearly abolish the need for future BASAs between them.
    • All BASAs (or MASA) must comply with Articles 1, 2, 3, 4, 5 and 6 of the YD Text
    • Grant, as a minimum, first to fifth freedom traffic rights to SAATM Member States
    • Recognition of all designated African eligible airlines
  1. Adherence to ICAO Standards (60% Effective Implementation rate)
  2. Adherence to other best practice on Safety (e.g. IOSA)
  3. Fully implement all SAATM Concrete Measures
  4. Focus on adherence to SAATM Enablers to support a holistic aviation sector (improve visa openness, infrastructure – air and ground, etc.)
