Meeting Our Objective
At AFCAC, our Air Transport Strategic Objective is to foster sustainable development of Air Transport in Africa.
To meet our objective, we:
DEVELOP
● the Single African Air Transport Market – Pilot Implementation Project (SAATM-PIP) Initiative with the main objective of accelerating the full implementation of the Yamoussoukro Decision (YD) leading to the sustainable implementation of SAATM as this will improve intra-Africa air transport connectivity by increasing city pairs and city-to-city direct connections. This initiative constitutes a new impetus for accelerated implementation of SAATM.
● the joint stakeholder prioritised action plan for the operationalization and implementation of the Yamoussoukro Decision/Single African Air Transport Market (SAATM) with six (6) pillars covering advocacy for more States to join SAATM, SAATM regulatory framework, operationalization of the SAATM, aviation infrastructure, enhancing aviation safety, security, environmental protection, and aviation financing.
● an AFCAC Yamoussoukro Decision (YD) compliant Air Service Agreement Template for States to adapt.
● YD/SAATM Key Performance Indicators (KPIs) to audit SAATM States to determine their level of implementation.
● an African economic regulation template to reduce States’ cost of performing economic regulatory functions.
● the African program on aviation data
● a platform to engage and encourage increased female and youth participation and engagement in aviation to promote gender equity and empowerment for women in the field of civil aviation.
● harmonised common rules and regulations for fair competition and consumer protection.
● a forum for all African aviation stakeholders, and partners (RECs, RSOOs, AATO, AFRAA, ACI-Africa) to resolve issues relating to civil aviation in Africa.
SUPPORT
● effective and efficient operations of the Dispute Settlement Mechanism.
● the liberalisation of air transport in Africa to drive, facilitate and accelerate economic growth and progress, connectivity and integration, free movement of both people and goods, and the well-being of African citizens.
● stakeholders’ engagement and advocacy for Member States to facilitate the Sustainable Aviation Fuels Initiative to decarbonise the industry consistent with the temperature goals of the Paris Agreement and a global Long-Term Aspirational Goal of net-zero carbon emissions by 2050 to establish a sustainable and resilient aviation industry as a driving force for Africa’s socio-economic development.
PROMOTE
● the successful implementation of the Yamoussoukro Decision (YD) and the Single African Air Transport Market (SAATM) by overseeing, managing and enforcing Africa’s liberalised air transport sector.
● and guarantee free and fair competition in intra-African air transport services in order to develop air transport and to contribute to the welfare of the citizens of the State Parties.
● the protection of the consumers of air transport services against unfair treatment in the provision of services.
● the reviewed African Civil Aviation Policy (AFCAP) that will encourage dynamic growth of the industry.
● the policy guideline for the negotiation of air service agreements between member States and third countries with the aim of enhancing the capacity of African Member States and regions to negotiate air service agreements that support air transport liberalisation and the full operationalisation of the SAATM.
● an improved and harmonized economic regulatory practices by African States under a Single Air Transport Market.
● the reduction of the high costs of operations and air travel in Africa.
● inter-sectoral collaboration and synergy between air transport institutions and other sectors of the economy.
● the continental study covering all 55 African Union (AU) member States, which examined the wider social and economic impacts of liberalisation for each member State, such as benefits to passengers, regional and continental connectivity, tourism, trade, investment, job creation, economic development and social mobility.
