In 2022, what have been your achievements within the Cameroon Civil Aviation Authority and in the field of aviation in your country?
The CAA is engaged and aligned with the commitments made by the State of Cabo Verde in the promotion of air transport liberalization in Africa through the implementation of the integral YD and SAATM, having presented a high level of compliance, especially considering our insularity condition and the need to stay connected with the world, particularly with our African brothers through the promotion of integration processes and commitment to the African agenda 2063.
In this sense, during the year 2022 Cabo Verde voluntarily adhered to the SAATM-PIP, having signed an MOU with AFCAC that allowed this regional organization of which we are members to conduct an assessment of the CAA, allowing the State to have a diagnosis of the remaining difficulties in the implementation of SAATM translated into a report, and to this end it has developed a Corrective Action Plan whose foundations are based on the development of regulatory activities and the development of processes in the field of collection and processing of certain statistical data aimed at assessing, in particular, the impact of air transport on direct and induced job creation the impact on GDP.
Within the scope of this assessment some training needs in the field of competition and conflict resolution/mediation have been identified. Specific procedures are in the development phase.
Cabo Verde is studying the relevance of reviewing its laws and procedures on consumer protection in air transport.
The CAA up-dated its model BASA to better reflect the principles of the YD and participated in the ICAN2022 in Abuja, where it negotiated and initialed 8 BASAs with other sister states in our region, enshrining the principles and spirit of the YD (Cameroon; Gabon; Rep. of Guinea; Ghana; Niger; Chad; DRC and Sudan) and held consultations with Tanzania.
What are your current challenges and how can AFCAC support you?
In Cabo Verde we have taken up our challenge every year to promote the liberalization of intra-African air transport by negotiating and signing BASAs with liberal approaches that reflect the spirit of YD (art. 2,3,4,5 and 6) and are in line with SAATM commitments and the African agenda for 2063.
 In view of its determination to promote connectivity and to make its airports more modern and attractive, it has privatized the management of all its airports.
In the area of safety and security, it has been improving the system, considering the challenges proposed in the AF-Plan and AFI-SECFAL PLAN.
On the initiative of AFCAC, the Second Bureau of the African Program on Aviation Data (APAD) was held in 2022. Cape Verde participated in working groups that assisted AFCAC in the production of WPs aiming at the realization of APAD events at continental scale already convened for this year 2023, namely the Aviation Data Analysis (AVDATA) Workshop and the Second Panel Meeting of the African Program on Aviation Data (APAD).
Cabo Verde believes it is relevant that AFCAC may develop tools that allow States to collect and process data according to African needs and make them available to States for their use in the production of statistics that will allow guiding policies to induce beneficial results for air transport in Africa. Â
On the other hand, CAA encourages AFCAC as the Implementing Agency of the YD and the promotion of SAATM to conduct specific training on air transport competition in Africa and conflict mediation on a continental scale, in addition to continue sensitizing policy makers to develop efforts aimed at the full implementation of SAATM. Â
What are your actions towards an effective implementation of SAATM?
Cape Verde remains committed to promoting the liberalization of air transport in Africa and will continue to channel its efforts in creating the optimum conditions to materialize this objective through the promotion of BASAs, to improve the entire aviation system taking into consideration the objectives of the Chicago Convention enshrined in its article 44 to have a safe, regular, and efficient air transport.
 What do you think about SAATM PIP?
Regarding the SAATM-PIP we can say that it constitutes an important tool for the diagnosis of the situation of States in relation to the compliance with the YD and the SAATM, and offers States an enormous opportunity to develop corrective action plans and implement actions aimed at complying with the YD and SAATM, recognizing that air transport is an essential activity for the development of States, particularly the Archipelago States like ours that have in the tourism activity the main pillar of their development.

The AFCAC initiative aims to Accelerate the Production and Deployment of Sustainable Aviation Fuels (SAFs) in Africa in order to support the Air Transport Growth in Africa and the Global Aviation Environmental Goals as envisioned in the ICAO Assembly Resolution A41-21.
The initiative has four key focus areas or objectives namely; Capacity Building, Policy Harmonization, Feasibility Studies and Resource Mobilization and Advocacy all of which are intended to see the building SAF production sites in African Countries.
The implementation of this AFCAC initiative will be made possible through the partnerships with other organizations, leveraging on expertise within and outside the African Continent and advocacy to create a full understanding of the concepts of SAF development and production.
